HELP MY MONITOR MIGHT BE BROKEN

Hey guys. Yesterday I went on my computer to see that my monitor (ASUS ROG PG27V) had these noticeable transparent lines near the top horizontally and it looks like they were flickering and moving down the scream. I wanted to see if it was just the cable so I tried the HDMI port on the monitor on my Xbox and it had the same issue except it had no flickering but just the lines at the top. I noticed that if I set my refresh rate to 60 Hz that the flickering would stop at the lines would stay near the top. So it must be some refresh rate problem? But even when there is no flickering the lines still exist. I run my monitor at 144 hz and I even tried overclocking it to the 165 Hz and it was still flickering. If anybody can help find the issue that would be helpful. It can’t be my GPU which I have a RTX 3070 because I tried it on the HDMI port onto my Xbox and it had the same problem so I’m thinking it must be some problem with either the internal components in the monitor or some electric static or something? I have a link to a picture of the issue bellow. You can see the line between the top of the monitor and a bit lower.

how old is the monitor?
under warranty?
can you take a photo from a bit further back, I can only see one transparent line?
below that lines, things run horizontally, above it and they go vertically - my guess the monitor LCD panel has failed.
plugging in another monitor will verify that.
