Help Building PC.... Cant load windows 11

So I just finished building a new Mini ITX PC. Before I go any further here are the specs.

Intel Core i5 10400 processor
Samsung 970 EVO Plus 1TB m.2 SSD
16GB T-Force Vulcan Z DDR4 Ram 3200MHz
MSI H510I PRO Motherboard
RGEEK 24pin DC ATX PSU 12V DC Input 450W Peak Output Switch DC-DC ATX Pico PSU Mini ITX PC Power

I updated the BIOS and everything seemed to be working ok. When I put in my windows 11 boot USB it turns on and gives me the MSI logo then it shuts off and turns back on. It's like it's trying to run what's on the USB but then just turns off. I've tried multiple power supplies, USBs, etc. Nothing Is working... does anyone have any idea what could be going on. I need this PC to get up and running tonight cause it will need to be installed at the facility I'm building it for on Thursday. Please let me know, thanks.

that says it all for me, plus where are the 3v and 5v rails coming from?
as the comments say, that is a pico PSU, not a SFX PSU.
I don't think it's getting enough power.

I've built mini PC's and have had no trouble fitting TFX units from Seasonic or Silverstone in the cases, but we don't know you case.
and it sounds like you were building the rig for a business.
