Hardware issue?

Currently im only using one of my monitors as i only have 1 hdmi cable available, but i have tested the other monitor too. I have played around with the v-sync and it doesn't really seem to make a difference. Fps gets higher when disabled but the performance is just about the same.

I will reorder to a cable with two different ends instead of the adapter. Thanks for your reply!
 
It looks like something is going on with my CPU. Whenever i download something the usage jumps to a steady 100% and everything starts lagging. Same thing happens when i have several sites open, however this does not seem happen when i play games. This only recently started happening btw.

Jumps in CPU usage are not abnormal when downloading, I've seen my FPS halve when downloading something and playing a game.

You could try killing some higher usage programs, I would start with AVG.

Windows Defender and some common sense goes a long way, and it doesn't suck up as many resources as a lot of other antivirus/antimalware services.
