gtx 1080ti working slower than expected

Hi,
I recently bought a gtx 1080ti 11gb graphics card to upgrade the performance of my pc but when i downloaded the nvidia drivers and went into a game i was recieving fairly low fps for what the gpu is.
I tested it with userbenchmark and it came out as a lower percentile GPU with my cpu also being lower percentile.

UserBenchmarks: Game 72%, Desk 65%, Work 61%
CPU: AMD Ryzen 5 1400 - 59.2%
GPU: Nvidia GTX 1080-Ti - 121.1%
HDD: WD Blue 1TB (2012) - 68.4%
RAM: Unknown CT8G4DFS824A.C8FDD1 CT8G4DFS8213.M8FA 16GB - 75.2%
MBD: Asrock A320M-HDV

Im unsure what the issue is as i dont know if its to do with memory, the cpu bottlenecking or something else.
the specs of the pc are:
CPU - AMD Ryzen 5 1400
GPU - Nvidia Gtx 1080ti
Motherboard- ASRock A320M-HDV (AM4)
RAM - 16.0GB 2x8GB sticks
HDD - 931GB Western Digital WDC WD10EZEX-08WN4A0 (SATA )
OS - Windows 10 Pro

I also checked Speccy and im worried that it says 3071MB of physical memory insted of 11GB like on task manager

Don`t rely on userbenchmark or the memory amount for your GPU in Speccy, we can help you get a true account of how your GPU is performing.

Can you post the brand and model name or number of the power supply (PSU).

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
