GTX 1050 TI in a Dell OptiPlex 5060 minitower?

I have a Dell OptiPlex 5060 mini tower and have just bought a full-size GTX 1050 TI graphics card.
On the back of the PC, there are four oblong slots through which I/O ports can be accessed but although two of these slots have easily removable strips of metal (which blank them off if not in use), the other two slots are covered by similar strips of metal which do not appear to be removable.
The GTX 1050 TI card that I own needs TWO adjacent slots so that all the I/O ports can be accessed from the rear of the machine.
I'd love some advice regarding these two slots that appear permanently barred.

From that picture, those four slots should be able to have their metal tabs simply slide out.
Are you saying two of them don't?

So you are taking off the side cover, then flipping what looks to be that top flange holding the four metal tabs in place?
Some cases have the metal tabs still semi-attached by a couple of small solder points that need to be broken with a small flat screwdriver - perhaps these are what you are seeing.

Some more pictures would help, especially from within the case. :)
