GPU usage fluctuations followed by fps drops and also Texture popping with Poor LOD draw distance.

bench marks don't reall relate to the games in my opinion
Change your power setting to Balanced.
It is not just the gpu drivers you have to worry about on a new install
it is also Chipset drivers
When you are finished with the install, then install your drivers. Install the chipset first then the rest of them. Reboot each time when prompted.

i did install and update to latest chipset as well as drivers...
 
i added a new game to the test today.. Elden ring.. And again same issue.. Random Stutters with Gpu usage drop and FPS drop.. LOD issues as well with leaves and trees rendering properly as i get close.. same for shadows..I am getting another processor(5 2600 as i am not finding any friend with a better one)and Gpu(rx590) tommorow to test..

Yes used DDU in safe mode,
No i dont have integrated graphics... only my Rtx 3070 as GPU
Nvidia graphics? wdym?
Via the nVidia control panel you can set a specific program to run with a specific graphics card. I have Intel & nVidia & some games refuse to run with the Intel graphics but run when nVidia is set as the default card for that game.
 
Update:
Tested different GPU.. AMD rx590(used ddu) .. Same issue - Stutters(fps drops) and LOD issues
Tested other motherboard
Fresh installed Windows again
remove HDD and only using NVME

Issue still persists..
Remaining Components to be tested - CPU(close to 2 yrs old r5 2600) and PSU(its only 2 months old)
