I Recently got a brand new rtx 2060 and I had it for a week and today I left my pc running for a couple hours while I was away and when I come back I see that my monitor screen is black. so after wondering what's wrong I saw that the gpu fans aren't spinning. what do I do now

You have post on a tech assistance forum looking for help but have provided zero information about your computer or it`s hardware, this makes it impossible for anyone to even hazard a guess as to what is going on but fwiw the below is what Gigabyte say about the cooling on one of their RTX 2060;

3D ACTIVE FAN
The 3D Active Fan provides semi-passive cooling, and the fans will remain off when the GPU is in a low load or low power game. It allows gamers to enjoy gameplay in complete silence when the system is running light or idle.
