Solved GPU Driver issue

I had a AMD HD 7500(1gb) installed and was working fine, I upgraded to a AMD HD 8470 (2gb). Since I changed the GPU the display is blurry. I have the latest driver downloaded and have removed all other drivers. Using a HDMI cable.
 
Changed the psu to a

JUSTOP PRO 500W ATX COMPUTER PC PSU POWER SUPPLY UNIT​

Reinstalled the amd 16.2.1 driver (also tried an older version)

Display is back to being blurry.
When I clean uninstall driver and resort back to microsoft basic settings the display is normal.

Is there anything else that could be causing the issue?

Excuse the interjection folks :)

You have done well to even be able to get Windows 10 to run on the PC as Dell say here that they do not support Windows 10 on the OptiPlex 980, Dell do offer some other info here

AMD HD 8470 (crimson 16.2.1 driver)

The (Crimson 16.2.1 driver) was a beta last throw of the dice driver release from AMD so no wonder you get issues and being that the GPU is end of life you are not going to get anything better than the generic video drivers provided by Microsoft I`m afraid.

Out of the frying pan and into the fire with that one, reason you can get such a PSU for less than £23 is because they are of such poor quality, labelled as 500W when at max it can only produce 360W and even that is questionable.
