Also, when i plug my gpu in the fans do spin and i do not have the fans on my pc hooked up yet so they are off but i dont think that should matter because all im running is windows 10

That may be your problem you should be running a Gold for gaming. The PSU is one thing that you do not want to get cheap.

Let me see if I can get a fellow tech that can explain it better than I can.

The most one of the rails can out put is 480 Watts and that card requires 500 Watt rail to run correctly other wise you will burn out the system over time.

Russ is spot on with the PSU guidance, the GAMEMAX VP-600 is a budget unit that should not be used anywhere near an add on GPU, the brand is also not good as even their claimed Gold efficiency PSUs only make it onto Tier C • Recommended for cheap mid/low-end systems

If your CPU has Intel HD graphics, remove the RTX 2060 from the PCI-E slot, put it somewhere safe then hook your screen up to the appropriate video port on the MB, reassemble then power up to see if you get video.
