Solved GPU Clock Speed dropping to 300 MHz while Gaming

As the title suggests my GPU's clock speed drops to 300 MHz and stays there after about 10 minutes or so of gaming. When I start the game is running perfectly with the GPU Clocking at ~1300 MHz at 60-80% GPU usage, but drops off to 300 MHz and 100% GPU usage. Here are the specs for my PC Build.

Motherboard: MSI B350m Gaming Pro
CPU: AMD Ryzen 5 2600 (Not OC)
GPU: MSI Ventus Geforce RTX 2060 OC Edition
RAM: 8 GB DDR4 (Two 4 GB Sticks)
PSU: Corsair CX550M
HDD and SSD: 1 TB and 240 GB
OS: Windows 10

In the screenshot I provided I am running MSI Afterburner and I have the GPU Information Underlined in Red in the top left portion of the screen. I recently upgraded the CPU and GPU from and AMD Ryzen 5 1500x and ROG Strix GTX 1050ti respectively. This is the first time I'm running into this problem. Any help with troubleshooting this will be immensely appreciated as these last couple days of me trying to figure out on my own have been frustrating to say the least.

Hello

Have you checked the temps on the gpu while the clock speed is down? Hopefully some of our members will chime in soon.

Yea the temperature is at a steady 44 degrees Celsius. I think I figured out that the problem is that the fans aren't spinning on my GPU even under heavy load so as a result the GPU can't cool and scales its own power down to not overheat it self.
