Get rid of phone # spam?

Hi,
My friend, the same one who has the problematic Lenovo Yoga 14, has an Android phone and has had it for a couple of months now as well as her phone number. It appears to used to have been owned by someone who had no idea what they were doing when it comes to spam and fake offers, etc. Because she's getting 1 - 3 calls a day from the "IRS" or from the "local police department" telling her that she missed her court date and that the police will arrest her if she misses her next court date (even though she's never done anything illegal) and lots of text offers for random crap. It wouldn't be a hassle to get a new number, but is there any way to stop these calls? Maybe with an app or something? Her number's been registered in the US Do Not Call Registry since something like 2008, but it doesn't appear to be stopping all spam calls.

It may come to the point where she will have to reset the phone back to the factory settings and or change that phone number or both. The DO Not Call Registry sorta works,sometimes in my experience. She could go to the play store and search for a (recommended ) app for this. I will see if i can get hold of my resident cell phone expert for more info.
 
I have been using an app on my android phone called "Hiya" Works pretty at blocking unwanted calls and IDs the callers with some detail . The app is free in the Google Play store.
