Frame Drops

This is now the 3rd-ish post I've made on this. I get some nasty frame drops on games despite being well over the recommended specs and playing at optimized (or sometimes even lower then) settings according to GeForce Experience. I know my internet is not the greatest and I have seen my ping suffer a bit but the big issue is the frame dips. I could play with settings cranked, turned down. Resolution scaled up or down and games like Farming Simulator 17, 19, Unturned, etc still get dips. Here's my current rig (https://pcpartpicker.com/list/qhChD2). I used to have a Dell Inspiron 5680 (16 gb ddr4 2400 mHz, i7 8700, GTX 1070, m.2 ssd, hdd(which I ran the games off of) and standard mobo, I think 450w psu or something) and it ran all these games perfectly, not sure what changed. My peripherals/whatnot have not changed either, 7 months or so into owning it and it freaked out. I use two HP-27f monitors both running at 60 Hz, a Razer Cynosa Chroma keyboard, and a Corsair Harpoon Mouse. The display cables are DP to HDMI since my GPU uses DP and my monitors use HDMI. (I have tried using just an HDMI cord or a different monitor to no avail). All the games are run through Steam, but this has not caused issues before?

I'll tag out of this one guys, FPS is not an area I've ever had the need to be troubled with.
That's the thing, it started so randomly. It was never an issue but then it just started, I've tried internet solutions, hardware, software, everything to my knowledge. I've asked friends, colleagues, and everything in-between.

Thank you anyway though.
 
can you pinpoint the issue starting to a hardware change, OS update, new software, etc?
I thought it was the recent windows update (recent last thanksgiving) and I had one of the people on the old computer help me roll back, no luck. I tried using experimental beta, stable, or earlier versions of steam. (But I've not heard other people report issues on the program or games) And all of my drivers are up to date, and running games "optimized" according to GeForce Experience. Even things like minecraft will drop me down a few when loading chunks. Any more updates?
Ordered a 144hz 1ms monitor, while I disabled the framerate limit and kept vsync on I still had dips to 60 or below sometimes. The monitor broke soon after, I'm waiting on a replacement. But it didn't seem to be the issue.
