Formatting a USB External HDD to FAT32

I have a 1TB USB HDD that I want to connect to a SONY PS3 Console, Im told it has to be in FAT32 format for the Console to recognise it. When I try to format the USB HDD Windows only allows me NTFS or exFAT32.
Can anyone offer me any advice on how to format this drive to FAT32, or is exFAT32 the same thing. Perhaps its just a case of the Console not being compatible with the HDD
