Solved Fall Creators Update

a few options... (in order of trying)
run SFC /SCANNOW (sounds unrelated but I had a similar issue when first going to Win10 with Outlook 2007 and this fixed it)
repair install Office 2003
uninstall and fresh install Office
change email clients
upgrade to Office 365 (budget permitting, cost about $AUD70/yr for 1PC, free upgrades, works with Win10)
rollback Windows (short term solution though, it'll bite you on the bum again down the track eventually)

I hit the 'send/receive' and it immediately comes back with "The operation failed".
(In addition I go to the menu and try tools/e-mail accounts it immediately comes back with "The operation failed due to a registry or installation problem. Restart Outlook and try again.If the problem persists, please reinstall.")
I won't be able to try out suggestions until Tuesday but thanks for the options. Not keen on 365; doesn't that keep working in the cloud or with cloud data ? I want everything on my private PC.

Create a new Outlook profile. Process is performed from Windows Control Panel, not Outlook.

Probably a "red herring", but for some time now it has been moaning about not finding redemption.dll. But has been working without it anyway. I think it is too much of a coincidence, timewise, that it isn't caused by the Fall Creators update.
I'll pause for now in case anyone has a new suggestion. Thanks.
(To top it all I now see there are a further 2 updates that are awaiting download. I think I'll try holding off those until I decide whether a rollback is appropriate.) (I'm half convinced it might be a way to confirm the cause of the issue anyway.)

As a failsafe, locate and copy your PST file(s).
Please describe all herrings, red, pink or blue, when filing a trouble ticket. The red one eliminates the OS update as the cause, confirmed by error code 0x80040154.
Your installation is, and has been, corrupt. It may be possible to correct it by registering every dll / ocx called, or eliminating all dll /ocx calls. This task will be a hemorrhoid.
To test for 'worthwhile' -
Open Outlook in Safe Mode.
Run or search
outlook /safe

If you do not have a valid key, please confirm. Don't be shy, be straightforward.

It came on an Office 2003 CD. I guess I'll have to install the whole suite. I'll have to dig out the disk.
I'll check the safe mode thing later today, or maybe tomorrow, and report on what occurred.
Actually, since the trick was simply to hold the ctrl key down (and not actually reboot into safe mode) I've just done that. It came in a lot quicker than usual but exhibits the same issue. Unsure if I'm to check anything further, but otherwise I may need to go around backing up mailbox files then.

Outlook in Safe Mode - does not require starting Windows in Safe Mode, but you accomplished the task. There are several methods for launching Outlook in safe mode.

I suppose it is irrelevant. A re-installation is the shortest path to resolution.
But, to clarify -
Office 2003 is not certified compatible with Windows 10. Because the redemption error predates the OS update, the evidence suggests the OS update is not causative. The redemption library is installed to support a variety of Outlook add-ins and is not a stand alone add-in.
You could try running Outlook in Compatibility Mode. This may or may not address bad library calls. I suspect that there is a hardcoded path reference and Outlook cannot resolve the application data location.
I concur with the earlier recommendation to get a different mail client, be it MS or other.

I pressed send/receive and got the same failure message; so assumed nothing had improved.
It finds the folders and shows it's contents fine enough, it simply doesn't work on send/receive any more. (Well to be honest not actually written an e-mail to try send.) Unsure how one changes the properties for Office icons. They don't seem to be like others. Can't seem to copy them ... ah think I've found them on the drive, Tried compatibility but it didn't seem to work. Since I've found the install disk I'm going to try help/detect and repair next.
Another client would be an option, but I'm unsure the best that will be compatible with the data files I have. Does anyone have recommendations ? Free is preferable.

Not something I can interpret really. Had to eventually choose 'ignore'. It's still continuing with the repair. And on ending, has changed nothing.
Do I have to find and install FoxPro ? Sounds odd.

How many unique email addresses do you have (or access with the mail client)?
If only one, eMclient will import PST files hassle-free.

You can combine POP forwarding with a POP client (like eM), allowing for one unique address to read and reply to multiple addresses. I tried it. It sucked. Too much like work.
Consider re-thinking your email philosophy.

I've looked at the programme list and see dodgy dates associated with them. Microsoft Office Professional Edition 2003 is shown as being installed on the 13th July this year ! I trust I can uninstall that, but what about the Microsoft Office File Validation Add-In installed, allegedly on the same date ? Or the Compatibility Pack for the 2007 Office system, allegedly installed 7 days ago !!!

I have 2 e-mail addresses, one main, and one used for places I'm unsure of. That doesn't count the google one that I seemed forced to have at some point when I wasn't allowed to do something without signing up (too long ago to recall details). The Outlook client only deals with the main one. The other I access via browser, because I don't want to mix untrusted correspondence with the main. I'd not want to do other than have a local client downloading to the PC and then deleting (as best as it could) communications on the e-mail server.
You have made a good argument for giving Em Client a test run.
I use it on one of my PCs. I do not hate it.
Uninstalled. Unsure how to hide. Do I have to reboot the PC to see if anything's changed ?
Interesting. I tried to open it again to get a message that there was a serious error the last time the add-in "Kaspersky outlook anti-spam addin" was opened. Think I'll disable it for now.
