EVGA 980TI to XFX 6950XT - PC Won't Boot

I just tried to install a XFX Merc 6950XT, but PC won't boot.

PC is new just built around Christmas.

MSI X670 Carbon

7950X CPU

Corsair RM1000x PSU



I tried the following steps so far:

  1. Reset CMOS via the button
  2. Reseat GPU several times
  3. Plug DP cable into motherboard with GPU still installed
  4. Remove GPU with DP cable still plugged into motherboard
  5. PC then booted normally
  6. Installed AMD driver
  7. Reinstalled GPU
  8. Still won't boot
  9. Removed again and booted via CPU graphics
  10. Uninstalled Nvidia driver
  11. Reinstalled GPU
  12. Still won't boot
  13. Removed GPU and reinstalled my trusty EVGA 980ti
Any ideas?

Also: This 6950xt is large compared to the 980ti. I don't know how to remove it properly. I have always pushed on the plastic tab at the end of the slot, but this card is so big that this was not possible. So I broke that tab off after removing the card the first time. How are you supposed to do this properly?

What happens exactly, any on screen message saying No Signal for example.

Is the card out of the box new.

Have you tried both the Primary and the secondary BIOS settings on the card.

Have you tried either of the other two PCI-E slots.
 
and to get the dumb stuff out of the way.

you have plugged in the 2 8pin power connectors to the XFX?
it seats properly even with the locking tab broken?
you uninstalled the EVGA drivers first?
check BIOS is disabling the onboard graphics when the XFX is installed?
what up booting into Safe Mode with the new card installed, it may look ugly, but does it show anything?
