error Code:0xc00000e9 cant do anything

My computer was having a windows up date and the power went off. Now the desktop has a black wallpaper and everything was unresponsive. Same in Safe mode. When I tried system recovery it has given me (error Code:0xc00000e9) and can't do anything. Then tried (Reset this PC) same error. Everything that says should fix it wont work.
 
I'm just curious, cause you said everything was unresponsive. If you were able to go online what commands did you use.? Also, how long did it take for your machine to become responsive enough to do so. Also, what happened when you attempted to download the file?

I had to windows+r to the run, then to the cmd. From there to get a browser up I did (start iexplore). When I hit download it did nothing from what I could tell. Also by unresponsive, basically you could not select anything with a mouse.
 
Try and restore you machine to an earlier time, open the command prompt and type rstrui.exe then hit enter.



Also, you can try the built in browser, form a command prompt type C:\Windows\hh.exe then hit enter, or hh.exe and hit enter. If you are able to bring this browser up then download and run

In normal mode.
You can make a clean boot easily with this tool.
Save Process Close to your desktop.
Make sure that you havePre_Scan. on the desktop as well.
Right click Process close run as admin.
Select [...] Browse.
Go to the windows folder, double click it.
Then select desktop.
Right click Pre_Scan and run as admin.
See if the program will run this way.
Also, you can run the All in one tool the same way.
Just use the portable version, from here.
