Dying Graphics Card?

Three days ago I was having frame stuttering issues out of nowhere. I was thankfully able to fix the frame stuttering issues, and not have any issues. You can see what I did to fix that here:


Anyway, three days go by, and I wake up to play on my computer, and I'm having frame stuttering, low frames, and frame drops. All I did last night was turn my computer off and go to bed. I try everything I did before to fix the issue, and checked all of my settings that I changed to make sure they were right, and nothing seemed out of the ordinary. Temperatures are fine as well. I decide to do a benchmark test again to see if there are any issues, and the only numbers that are different are my graphics card's, from 122 to 106%.

I'm not sure how to fix this, or what is going on, but was maybe wondering if my graphics card is the issue because of this? All help is appreciated, thank you very much!
