Are your graphics onboard or Via A Card ? If card remove it and try the onboard (Only a test to see if it boots without the card) Even without a USB attached it should boot to the BIOS.

Does the board have Jumpers to clear /reset the CMOS ?
Ok so i have an update. I plugged the monitor into the graphics card and it worked and i was able to install windows, though i do have another problem. My ethernet and network drivers have to be updated, but i don't have internet on this computer, and i don't have another computer.......just a phone

Okay, that makes sense as to why no graphics, if you have a card installed you must use that, not the onboard as the card over rides onboard Graphics. Been many a person caught out even people like myself who have been in business for years not paying attention ;)
If you need drivers for the network, there should have been a CD/DVD when the PC was built ?

If you don't have that then you either need to download them from someone else's PC put them on a USB and install from that, OR go to the motherboard manufactures site on the phone, using a browser, locate your Board / Driver, download onto the Ph, plug in the phone and copy the exe file to the PC and install.

Only other way I can think of is you can use a USB to the Ph and use that as a Hotspot instead of wireless but never tried it.
