Desktop broken

I have no idea why but after I log in my desktop is blank and I cannot type or click on anything while the bottom bar occasionally flashes. I can Ctr+alt+delete for task manager but that was it. I tried to find a task or somthing that may have been causing this but there was nothing. If there is a way to wipe my hard drive exept for windows 10 I'd take that option but can't get into settings.
 
can you boot into Safe Mode?
but with this issue, that may be harder than normal, so try this method to do so.
start the PC and during the Windows splash screen, force the PC off by holding in the power button for 5 seconds.
restart the Pc again and wait for the Windows splash screen and force it off again.
repeat and around the 3rd or 4th time it will prompt you to enter repair mode and you'll see the Advanced Startup Options menu.

once in the ASO menu you can try using Restore Points and going back a day or two.

I've seen this issue before when AVG was installed, so if this is you as well, while in Safe Mode, uninstall AVG or whatever the most recently installed software program.
