Dead GPU or PCIe

Restart the computer to access the BIOS and restore the MBs Optimized defaults, save and exit then run Speccy to see what is reported for the PCI-E slots.

i took the battery out i didn't change anything not even the XMP file
Not an overclocker but I know enough to be aware that XMP = Extreme Memory Profile, can I ask how come you have OCing profiles stored in the BIOS when you said in your reply #3 "i never did any overclocking"

I prefer to be straight to the point, is there anything that you have done that you have not mentioned, changed anything in the BIOS, plugged in a GPU when the computer was powered up, had two GPUs in the board at the same time, anything at all that you may be able to tell us could help, in nearly forty years of being involved with computers I have never seen all the PCI slots fail while the mainboard will still work.
 
i truly mentioned everything every small details. for the XMP my RAM is 3200 mhz i can't use the mhz until i change the profile to XMP profile 1 i just choose the XMP i don't change any number or play with numbers
 
No problem but had to ask, you would be surprised at how many folk ask for our help but then don`t give us the full picture :(

Have you done this, if yes, what was the outcome, if no, give it a try.

Additional question;

So after i tried that the 2nd PCIe is not working anymore with both GPU

oh yeah and i have tried to test my old GPU 980TI in another PC . that PC refuse to fire up at all

Did you try the second video card in the other computer, if yes, did it work ok.
 
Glad to hear that the second GPU is ok, it does as was suspected confirm that the GTX 980Ti is dead.

As you can see for yourself there has been no change in what is being reported by Speccy regarding the PCI-E slots, your options are rather limited now I`m afraid and in all honesty if me I would either get the board tested by a local tech or get myself an inexpensive add on GPU from somewhere to test in the MBs PCI-E slots but only after swapping in a better PSU than the Aerocool strike-x army edition 800W, I would not try any other GPU in the board while this PSU is still present and most certainly not such a power demanding card as the RTX 2080 Ti Gigabyte Aorus Xtreme

about PSU i just ordered evga supernova 850 g3 and i will get today i guess for the MB and GPU i think i have to buy a new . later this week i will try to contact gigabyte about my MB if they can fix it or change it for me
one last thing what do you think about evga supernova 850 g3 ?

When the new PSU arrives and you are swapping the old one out, closely inspect the PCI-E slots for any signs of scorching, if there is no signs of any damage whatsoever the slots could be ok and the weak Aerocool PSU could be the cause of the problem.

I often use EVGA PSUs in builds and recommend them to others, the Gold efficiency rated units like the Supernova 850 G3 are top of the range with the proof being that EVGA back them with a ten year warranty.
