CPU Throttling for no reason.

Hi;
When I turn on my PC after playing a game or running some heavy apps then the CPU throttling slows down my computer. And sets a 16% maximum frequency in resource monitor.
And it keeps going off and on.
It doesn't fix until i restart the computer.
This has no logic reason to happen.
My CPU temp is fine it's around 45c.

I have literally tried everything and nothing seems to work.
I cleaned my pc, I changed my thermal paste, i updated the bios, updated the windows, clean windows installation...

Any help would be so much appreciated.

Lets run a speccy report and see what that tells us.

Download then run Speccy (free) and post the resultant url for us, details here, this will provide us with information about your computer hardware + any software that you have installed that may explain the present issue/s.


Include the make and model of the Power Supply Unit if this is a Desktop.

To publish a Speccy profile to the Web:

In Speccy, click File, and then click Publish Snapshot.

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.
 
Go into you BIOS and see if XMP is turned on.

Unless you need it disable Hibernate

Disable hibernate

Open an Administrator Command Prompt and use the following command


Does it make a difference is the USB drives are attached?
I disabled Hibernate. And no USBs doesn't make a difference.
 
How long has this been going on?

If you do not already have one create a new user and see if the same issue replicates.

Another thing that can check is a Clean Boot and see how the system reacts.


Lets also have a look at the temps of the system

Download Speedfan and install it. Once it's installed, run the program and post here any information it shows.

So that we have a comparison to Speedfan, download, run and grab a screenshot of HWMonitor (free).

To capture and post a screenshot;

Click on the ALT key + PRT SCR key..its on the top row..right hand side..now click on start...all programs...accessories...paint....left click in the white area ...press CTRL + V...click on file...click on save...save it to your desktop...name it something related to the screen your capturing... BE SURE TO SAVE IT AS A .JPG ...otherwise it may be to big to upload... after typing in any response you have... click on Upload a File to add the screenshot.

Screenshot instructions are provided to assist those that may read this topic but are not yet aware of the “how to”.

SpeedFan seems to not working properly.
I have this problem about a week.

New User doesn't make difference.
But I just noticed something very strange, when issue begins to perform, if I tap the case slowly on top of it magic happens and issue disappears. I have no idea why this happens.
And also I tried moving my case to living room to test it with another power socket and this also helped and the issue was gone.

Could be that something is miss aligned and that just puts it back.

Reseat all the cables. DO NOT reset the fan to the CPU other wise will have to remove and reapply the thermal paste.

Do check to make sure that the CPU is sitting correctly on the motherboard.

Reseat all cards (display and RAM)

Does the socket feel warm when the computer is running. Could be worn out and need replacing. The holding clips on the inside of the socket may be weak not making a proper connection.

I have run a system stability test! please watch and tell me what you think.
This was the best test I got. usually in other tests CPU throttling starts under one minute when CPU temp reached 53 54c.

I did reseat all hardware. I even took out motherboard from the case and cleaned it.

I dont think computer would start if cpu is not sitting correctly. But when i changed thermal paste i removed it and installed it again.
And sockets are fine. Problem won't solve by sockets i was wrong.

And no it wont work. I think i need to test my cpu with another motherboard or another cpu with my motherboard. This is the only way to find out what problem is.

Press Windows key + R
Type
Click on the Boot tab and make sire nothing is ticked there.
Now click on the Advanced Options and make sure nothing is ticked there.
Click OK
