CPU problem?

Hi, I have two built desktops myself. I received a third from a family member who didn't want theirs anymore.
It was having frequent crashes, I took a look inside and it looked like it had never been cleaned before.
The CPU being the worst, with about a half inch thick layer under the heat sink.
Before cleaning up the dust, everytime it was running, the CPU fan threw out so much dust that it coated the closest RAM completely within a few minutes.
I cleaned it all up and reconnected it and now the computer won't power on at all.

The motherboards diagnostic LED lights up for "CPU" failure and the motherboard starts up with 3 beeps which I believe the code is for RAM failure.

What seems to be the problem? Do you think I need a new CPU?
Considering that all of the wires are connected properly and everything is seated as it should be and etc

Sorry to tell you that you should of never used a vacuum to clean an inside of a computer here is why and how to properly clean the system.

Do not use a vacuum to clear the dust they can cause a static discharge and end up toasting the system or a components. There are also jumper on the boards that could be sucked off and then the system would be bricked.

Get a few cans of compressed air and blow the dust out. Try not to allow the fans to spin could cause a electrical spike and they are only made to spinning at a certain speed. To fast will make them off kilter and useless.

Do this in a well ventilated area so you are not inhaling the dust and not just spreading it around the room.

You also did make sure that all the power connections were secure and the fan was connected to the proper port.

How much paste did you use did any seep out and into the CPU socket.

What is the make and model of the motherboard and if you happen to know it the CPU
 
Might need a BIOS update
Check to make sure that everything is where it belongs
Here where you can find the manual and an download the BIOS
