CPU overheating? Again? Not sure

Those two are my fans , top one is CPU and bottom one is GPU fan
So there is no fan sucking air into/out of the system for the outside? That explain why the system is getting so hot. You should invest in a fan that can be places on the back of the system to suck air into the system and aid in the cooling process. Or get a water cooling system. Before you over heat they system and it becomes a nice door stop/paper weight.
Also don't understand what you mean "What is your desktop inside of?" sorry
Where is the system located on a desk top? inside a cabinet?

Oh there is one , right above the CPU fan , right next to the power cable that is plugged into pc , i think thats the fan u are talking about? my bad cant see it on the picture


And my pc is located on floor right under my desk, I have side of the pc open all the time cause I thought it would help with cooling it off?

You mean this one right? Sorry I didnt post it earlier , I completly forgot there's that fan also, lol.
And yeah that fan is working...

So all 3 fans are working I thin kthe ammount of thermal paste i applied is correct too , not too much and not too little =/

I did change some settings tho not long ago in my pc , cause I watched some videos on how to improve fps in video games and did what they said , so maybe that's the reason why i have issues with fps and lags lately..? idk

Trying to fix a hardware problem (temps too high) with a software solution (formatting) doesn't work.

That's not good. It disrupts the air flow and might add more dust to the computer. Cases were designed so the fans could work properly with the sides on.
 
No the fan you posted in post # 28 is the on the power supply you need and should have a fan for the system that is attached to the back of the case.

Look just to the left of the CPU there should be a fan there that should expels air from the system to aid in cooling the system off. Which explains why the system is getting hot.

But im using this pc for like 6 years or more now and it never had it and was always fine , and now all of sudden theres issues with low fps and stuff , dont understand it =/
 
@Tom2 Can you please decide where you wish to accept advice from as you are seeking information at least at one other forum. Conflicting advice may be detrimental to your cause and make it more difficult to fix your issue.

This one, I have asked for help on other forum few days ago but I wasnt getting much response there so I havent been checking it since , I have been using only this forum for last few days

Would it be bad if i just simply put a "normal" fan right next to it?

Also , I just turned PC on like a hour ago and noticed that GPU fan isnt moving again lol

I run two computers with the side panel off.
I also have run a household/desktop fan directly into the tower.
They don't get much more dust as the household/desktop fan cools everything and blows any dust out.
If your not going to fit a fan as advised left of the CPU as Rusty suggested, then a household/desktop fan is your next best bet.
