CPU Fan isn't working

I have recently built a gaming PC (newbie to this) and I used the Ryzen 7 3700x with a fan and so I started up my system with completely built but when I start it up the rgb works but not the fan itself. Is this normal or is it broken. Also I don't have a monitor so I decided to use my TV and it shows nothing. Please Help.
 
specs in the mobo, RGB, fan and CPU would help.
but typically there is a power requirement for the RGB unit and another for the fan so you may have had to connect two cables to the mobo headers to get power.
what does the RGB/fan manual state?

as to the TV, what cable are you using to connect the two?
have you put the source/input on the TV to PC or HDMI or whatever cable you used?

also probably not a good idea to be using the PC if the CPU isn't being cooled.
