Connection times out, ping spikes then goes back to normal.

I have tried running "ping -t in CMD and the results are basicaly:

Ping:8ms
Ping:7ms
*Timed out*
Ping:388ms
Ping:105ms
Ping:7

And it just goes like this all day.
I tried unplugging every device, but this PC (every device has this problem, the problem is not my PC) and made sure there are no background processes downloading and this just keeps happening and my ISP said that everything was alright on their part, so I dont really know what to do next...

I tried 3 different routers, different cables and stuff like that, but that does not seem to do it.

You state that you restarted the devices what about the Modem?

Are any devices connecting via WiFi?

Have you reset then network connections on the computers?

Is the firewall on the modem or the router turned on?

Remove the Router and connect directly to the modem and see if that has any difference.
