I regard the two outcomes as mutually exclusive.
That is overclocking and a budget.
You are wanting to push components past their normal use but want to spend the bare minimum to do so.
Whereas I would be suggesting spending whatever it takes, within sense of course, to get the job done.
With computing, the adage ‘you get what you pay for’ usually rings true.
 
I decided with the Noctua NH-L9i, simply because its the most compact and im using a micro atx motherboard. Its working well, im getting good temps while overclocking to 4.1 gHz, never going over 85 degrees
 
I consider 85 to be on the high side myself.
mine sits around 40 on idle and in the 50's under load.
but I guess you do have it overclocked.
still, I'd like to see that 85 came down by at least 10 myself.
