Changing what file File Exporer opens

I had a fall, pretty bad and wasn't able to get on the computer within the time limit you set, so now I get to start all over. I just copied and pasted from the first try, might be helpful if anyone who might reply to see what hasn't worked so far.

As you can see in the attached file, I found how to change the Target folder so File Explorer will open the folder I want, not the Libraries folder. Problem is the box (on the left in attached file) where I should be able to paste the address is not available. How can I change the Target folder and pin it permanently to the Taskbar?
