Solved Can't open Command Prompt & Other issue

Hello pchf community,

I recently received help from a kind member on restoring my Windows computer but since then I've had a few issues with the way it's running:

1. I cannot open the command prompt app in normal or safe mode.

2. Almost all of the photos will not show a thumbnail. The photos open just fine but when I'm searching through them, most don't show a thumbnail.

Could somebody help me out?

Right click on start & choose powershell with admin & enter:
SFC /SCANNOW
DISM /Online /Cleanup-Image /StartComponentCleanup
DISM /Online /Cleanup-Image /RestoreHealth

For images not showing thumbnail:
Try these:
Reset thumbnail cache:
Or: Rebuild icon cache:
 
What happens when you right click on the Start Button and or Press the Widows Key + X?

Should bring up a short cut menu that has Power Shell use the Admin one.

Try using the Command Prompt with Admin see if that works.

You can also get to ither one by going to the Start and lookin under Windows PowerShell or the Windows System Folder for the Command Prompt.
 
The short cut menu will pop up but nothing happens when I click either the Powershell option or the Powershell Admin option.

Command prompt with Admin has the same result. It also has no thumbnail like it usually does.
 
As far as your CMD issue.
Download this .reg file. Save it to your desktop.
Unzip it right click it select merge.
Reboot your machine.
Check if you can open command prompt.

For your icon issues, download and run this tool, as admin.

Download the attached files, then open the following location on your machine.

C:\Windows\System32
Drag the system 32 CMD into this folder then unzip it there.

C:\Windows\SysWOW64
Drag the system wow 64 CMD into this folder and unzip it there.

I received this when trying to open the .reg file:

Forbidden​

You don't have permission to access this URL.

Possible causes of this error include:

  1. The request was forbidden by rules in the .htaccess file.
  2. The directory you requested does not have an index.html or index.php file.
  3. The permissions on the file or directory are incorrect.
For details about why the request was forbidden, see the Apache error log at:

/srv/users/SYSUSER/log/APPNAME/APPNAME_apache.error.log

- After running the 'Rebuild Shell Icon Cache v1.3 app', a few of the thumbnails are showing but most are still not showing.

- I've downloaded the attached files but still can't open cmd prompt :/

@Bastet the computer was just updated a few days ago. I am not able to open cmd prompt in that way.
 
If you cannot open cmd prompt via the Windows installation media then Windows is corrupt imo.
If you have the latest installation media I would run an in-place repair:
Download the media creation tool, run this & choose to upgrade now. It should allow you to keep everything.
 
I was able to extract the first file into System32; however, the second file I received the attached notifications.

First it asked if I wanted to replace the file. I gave permission as an administrator and then the second notification popped up. When I click Try Again it just pops up again..

Ok, only the system 32 file was missing. I so skipping the 64 file is ok.

Download the .reg file from the link provided. It’s the one labeled cmd. Merge it into your registry then reboot
