Solved Can't change lock screen picture/slideshow?

Hi everyone,
So I've had this problem before and I recall it actually fixing itself at one point, but if I go into settings and go to the lock screen settings where I should be able to pick my lock screen picture or use Windows Spotlight (which I want to use), it says "Some settings are hidden or managed by your organization." My computer is completely independent, not connected to a domain or anything, and I'm the only user on the computer (which makes me administrator). Does anyone know how to fix this?? Maybe edit the registry in some way?

I don't know why 50% of the time on this forum, the only recommendations are to install some random application to fix one little thing. I refuse to install that application, as there has to be some other way to fix this stupid issue.
