Can't boot after installing wifi card.

I have a z690 ud ddr4 + i5 12600k and can't boot after installing the ax 210 wifi card.
After removing it, system still won't boot.
After stripping it from everything else and checking ram + ram slots i only see the red cpu LED on the motherboard light up and it instantly shuts off after that.

I also tried reseating the CPU.
I also tried re-plugging the cpu power pins in different combinations and the motherboard ones.

Any other suggestions on what I could try? The system is fairly new I also checked for any bent pins and couldn't find anything unusual.
