Cannot log in to windows after a complete reset and wipe

I decided to fully clean reset my computer. It worked fine until it was done and i tried to log in to the computer. I do not get any option to log in to an admin account, and my old user gets the error message "your pin is No longer available due to a change on this device. Click to set Up your pin again". When i proceed to set up my pin i get another error saying "the user profile service failed the Sign-in. User profile cannot be loaded".

I have tried my best to google solutions, but nothing i have found resembles My problem. I have also tried running "startup repair" through troubleshoot, and using command prompt to force a new admin user. But When i do so, the New admin user wont appear on the login screen. Anyone having a fix for this?
