BSOD related to GPU

I recently built a new pc and whenever I launch the pc right after I log in or when I try to change the screen hz I get a blue screen (video tdr failure nvlddmkm.sys error) I have tried everything from completely reinstalling drivers (uninstalling current and installing new) , installing old drivers, completely reinstalling windows and I have done a memtest, diskcheck, so I don’t know what more I can do. I thought this was due to the gpu malfunctioning so I returned it and got a new one but still have the same problems. Any ideas?

When you uninstalled the nVidia driver did you use DDU? If not then I would try this.
This is recommended after changing graphics card.
