Found these two on the Dell site and if they do not work then I would suggest that if there is nothing on the system they want then clean install of Linux and or Windows 10.

Try When Windows 7 does not start correctly or not at all

I have also found this How to Download and Use the Dell OS Recovery Image in Microsoft Windows.
 
Hi Chuck. Alternatively you can Perform a clean installation of Windows 7 if you don't want to upgrade to Windows 10 yet.
He would like to switch over to Linux Mint, thats what i have had over a year i switched his boot order to boot off of Linux USB but it still say,s boot mgr missing, is there some way to boot to Linux Mint he want,s to install, we never download just use search, email, You Tube. Thank,s Chuck
 
You may have to check in BIOS and make sure this is enabled. With some BIOS you have to enable the F12 function some you do not.

When you power on the system try tapping the F12 key this should get you to a One Time boot from screen and you should be able to select the boot device form there.

On one of my Dells in the BIOS I have to turn on the USB emulator for it to boot to USB. What is the USB drive size that you are using? I had issues with anything smaller than 16 GB or 32 GB (I forget which) to boot from.
 
I would format the hard drive first and then try booting from the USB drive and also try ensuring that no other hard drives are plugged into the computer except for the one that you want to install Linux onto.
You could hit F9 and his laptop would boot up, i have no clue why it just does. Just today my Brother said his old Dell Latitude wont boot up at all he,s now using his Gateway, i no very little about computers, just the basics. Thank,s Chuck
