Bluetooth is not working

I bought a bluetooth keyboard and a bluetooth transmitter and cannot get them to work on my computer. The transmitter was originally displaying a code 10 but I managed to fix it by disabling the internal bluetooth devices. Now it seems that everything should be working, however, when I add a new device through bluetooth nothing comes up. Also, bluetooth settings in the control panel never load. I am unsure how to continue at this point and would appreciate some help. These are my specs if needed.

I installed the latest bluetooth drivers for my mobo but I am having the same issue. Also I am using a dongle because we no longer have the antennas to the computer (which I'm not sure were even used for bluetooth).
 
do the instructions that came with the dongle or keyboard shed any light on the issue?

Not really, I have run all the troubleshooting that both devices recommend but nothing has helped yet. It seems like it should work, there are no error codes on the hardware but the computer will not discover the keyboard
 
I reinstalled Windows and now the bluetooth keyboard is appearing and finishes configuring, however, it still does not look despite appearing on the bluetooth hardware page. I've exhausted every option I can think of at this point.
