Solved Blender only uses a very small part of my pc's components but the power usage is very high

Currently I'm rendering 240 frames and its going pretty slow (around 2 minutes per frame) I have also been noticing that when I apply some bigger changes to my project it has to load in for a while. My pc is fairly good and Ive upgraded it last year except for my power supply which is around 6 years old now.

When I look at the task manager it says that Blender only uses a small part of my CPU, RAM and GPU, but the power usage is still very high.
Is there maybe something wrong with my power supply? or is there any other way I can speed up Blender?

My specs are:
CPU: Intel(R) Core(TM) i7-9700K CPU @ 3.60GHz
RAM: 32,0 GB
GPU: 2070 RTX

currently it only uses 20% CPU, 7GB RAM and 5% of my GPU (even tho I let it render on my GPU)

You 100% needed a new PSU from the moment you included an add on GPU, what Corsair say about their CX range of PSUs.

"CX Series Modular power supply units are an excellent choice for basic system builds and desktop PC computer upgrades, offering high reliability, low noise, and the flexibility of modular cabling."

The modular version of the CX600 was far better than the hard wired version, had you of had one of those it may have popped on you.

High end builds like yours must be protected by a minimum of a Gold efficiency rated PSU from a proven brand such as Corsair, EVGA or Seasonic, the longer the warranty period the better, ten years being ideal and seven the minimum.
