Power Supply: Evga Supernova 1000w P2 80+Platinum

Hard Disk Drive: Hitachi Deskstar NAS 4TB
Solid State Disk Drive: Samsung 850 EVO 500GB
Operating System: Windows 10 Pro 64 bit
Hey guys, so I'm still getting this cryptic error code after breadboarding my system. First got this error after restarting when my keyboard mysteriously stopped working last week during operation. No POST just MOBO and case lights and 2 fans hooked up to CPU fan header spin. All other case fans won't budge.
Took it to a friends house to work on as he's a mechanical engineer and has all the best tools and toys. We started by checking the PSU outputs with a voltmeter and all were operating within spec, (24 pin / 8 pin CPU, GPU outputs even checked the fans and fanhub lol). Tried flashing BIOS to latest stable update for the board from manufacturers website using Asus flashback feature. Still no joy.
Finally pulled the guts out, water cooled system so that's a major pain. Carefully removed the CPU block, cleaned chip and checked the socket, (like there'd be a bent pin after 4 years of normal operation, but in the interest of being thorough...). Next cleaned CPU with Thermal Compound remover and reapplied fresh TIM and stock cooler. Board on the wood table, PSU to 24 and 8 pin nothing else. Still code 00. Tried flashing again, nope. Added VGA monitor, old school keyboard, one Dimm, two Dimm, this configuration and that and still goose eggs.
The system tries to start, MOBO and case lights, CPU fan and error 00. It will light up, go dark, pause, light up again and act like it's running. In my efforts to search for a solution it always seems to be either MOBO, CPU or corrupted BIOS, but never a definitive or majority answer. So should my next move be to either buy a new CPU amd try it in the old board or purchase a refurbished or used MOBO since they don't make it anymore? Is it even worth getting a refurbished board or should I just upgrade? What are the comparable boards and chipsets to the 4790k? I researched for a year asking knowlegeable people such as your selves before I bult that system and it was supposed to last a long time. For the record my CPU temps rarely reached above 45°C. Really bummed and need good advice. Thanks in advance!
Edit: How can a system fail so completely WHILE it's running and REMAIN running?! Is that weird? Only my Corsair RGB keyboard stopped responding when the first issue came up. Windows was still going, I could use the mouse, open tabs in Firefox, but couldn't type. When I set it to restart I didn't get the usual, "Windows is shutting down", message. It just went black and refused to POST on restart.
