Bad Internet

The internet service provider has recently connected an optical internet network to our apartment. The router is called Fiberhome AN5506-02. The apartment has a computer and a notebook. The router has 2 LAN ports, of which I can only use one at a time. It is connected to the computer via an internet cable, since the notebook can receive the signal transmitted by the router. But here comes the problem. At certain times of the day, the broadcast internet is slowing down. That is, the nootbook jumps from 30-40ms to 500-7000ms, stays there for 2-3 minutes, then jumps back to 30-40ms, after 4-5 minutes the increment is repeated. In this case the internet is also useless on mobile devices. There is no such problem with the computer. When the ms growth is on the router one of the Led burners blinks very fast. Specifically, the Led under which the Wi-Fi logo is located. Unfortunately, this challenge arises every day. I'm trying to talk to an ISP, but they don't want to understand exactly what's wrong. I told them several times what I described, but they only told me to turn the router on / off and it would get better. But I didn't see any change. When I told them the story for the second time, one case was the same as the first time. I told them the restaurant wasn't working but they didn't want to believe it. Maybe some advice on how to solve the problem or next time I talk to the service provider to tell me the problem to understand? Thanks in advance :)
 
do this happen at the same certain times each day?
does it happen every day? weekends? late at night?
I'm wondering if it's a peak period sort of congestion happening.

and this only occurs on the PC, the wireless device is fine?
if so, that DOES indicate some issue with the PC. nothing bad per say, just some software on the PC 'phoning home' for example.
Windows Updates, browser updates, maintenance, virus scans, Microsoft telemetry - and many other potentials 'are you there?' things PC's do.

get your ISP to do a fault test on the line. that'll check you are getting the bandwidth advertised, if there noise or faults on the line and should give you a speed test benchmark.

but be aware, there will always be peaks and troughs that change minute to minute. it all comes down to who is hanging off your modem/router, how many routers are hanging of the local node, how many nodes connect to the same hub, how many hubs go to the same rack in the local exchange, the distances between all of those and it just goes on and on.
