Are my specs compatible with a GTX 980 TI?

Yes the GTX 980 TI is compatible with your system,just make sure you have the proper psu with the correct amp's on the 12 volt. The higher the amps across the board the better.
 
Looking at your specs we can see that you have the smaller micro ATX type of motherboard, these are often used in small form factor cases (SFF) which not only limits the maximum size of any add on video card you can upgrade to but additionally they will also most often only have the bare minimum output PSU and quite often not the best of quality/brand either.

What is the brand and model name or number of the present PSU.

What is the brand and model name or number of the case, if an unknown brand can you let us know if the case is a SFF, mid tower or a full size desktop tower.

As an asides DAZZLER may I add the following, the GTX 980Ti while still a very good card it is an older card, very expensive to purchase from new and is out performed by newer cards two of which that I would suggest over a GTX 980 TI cost circa $200 less, see benchmarks here
