After Windows Update System Won't Work

I have a system that I can't seem to figure out. After a recent windows update, it won't boot. It seems to keep posting, then turning off, and on, and off, and on. I'll see the HP logo appear for a second or so, then a "VGA No Signal", then the HP logo. This loops indefinitely. From my understanding this started after a recent windows update. I've tried a hard drive component test, as well as a memory through the HP diagnostics. I also did a full system extensive diagnostic test. I have reseated the RAM, changed monitors/ cables, and tried launching windows from different drive. The issue persists. The screen stays up while in BIOs/Diagnostics. Any idea of what the issue could be? Tech support so far has been about as helpful as ever.
 
See if you are able to force the computer to start in the Windows Recovery Environment (RE) by starting up and shutting down the computer two or three times using the case power button, please note that you need to shut down the computer after the HP splash screen and just before Windows attempts to load, if successful you should then continue to the Troubleshooting options and then hopefully be able to use Reset this PC, a system restore point or Safe Mode etc.
