Solved A couple of issues I am hoping for some help with

this windows is 64 bit
I installed xp 32 bit
Ok which do we have 32 or 64 ?

If you have Windows XP, there are two methods to determine whether you are running a 32-bit or a 64-bit version. If one does not work, try the other.
Method 1: View System Properties in Control Panel
  1. Click Start, and then click Run.
  2. Type sysdm.cpl, and then click OK.
  3. Click the General tab. The operating system is displayed as follows:
  4. For a 64-bit version operating system: Windows XP Professional x64 Edition Version < Year> appears under System.
  5. For a 32-bit version operating system: Windows XP Professional Version < Year> appears under System.
Method 2: View System Information window
  1. Click Start, and then click Run.
  2. Type winmsd.exe, and then click OK.
  3. When System Summary is selected in the navigation pane, locate Processor under Item in the details pane. Note the value.
  4. If the value that corresponds to Processor starts with x86, the computer is running a 32-bit version of Windows.
  5. If the value that corresponds to Processor starts with ia64 or AMD64, the computer is running a 64-bit version of Windows.
If it is 64 that could be our problem
 
When you installed the 32 bit did you reformat the drive or just load over top of the 64
Did you try the 64 drivers when you had 64 loaded.
Sorry this is taking so long. Just something not right somewhere I can't put my finger on it yet.
 
A couple of more things
1) are you using a usb now or still dvd. If dvd copy the 32 bit network driver to your desktop - will it run?
2) If no click on start >Right click my computer >Left click Properties>Left Click Hardware Tab>Left click device manager
Left Click + sign next to IDE ATA/ATAPI controllers Right click Primary IDE channel>Left click Properties> Left Click Advanced settings
Make sure Transfer mode is set to DMA or DMA if available
Try the exe file again.

Sorry this is taking so long. Just something not right somewhere I can't put my finger on it yet.
No biggie. I haven't reached my wits end just yet. I will answer your other questions this evening when I get home and have time. I know a guy who runs a PC shop, he said he will look at it for if I can't get it to work. I am going to try some more stuff before I break down and take it to him.

Well I used Darik's boot and nuke to completely remove everything. Then started over from scratch with a fresh install, so I assume it reformatted. It does let me install some games, they just won't play, which I assume has something to do with the lack of video drivers.

It all says DMA if available.
 
I will say this, that I noticed. When I boot the PC before it goes into boot sequence I get a message that says "media not connected, check cable." -Not sure what that could be referring to, or if that could be part of the problem.
