4090 MSI liquid X AIO High Temps

I've had my 4090 for about 2 months now and have come across an issue where the gpu will jump up to over 95 c when gaming and stay at idle at around 65 and wont come down. I've tried everything from deleting programs to even a RMA with msi. I can't figure out the issue. My os is Windows 10, Cpu-5800x3d cooled with a aio, Motherboard is a MSI b450 gaming pro carbon ac. two SSDS. i have plenty of fans, and temp still wont go down. Anyone come across this before ?

To publish a Speccy profile to the Web:​

In the Publish Snapshot dialog box, click Yes to enable Speccy to proceed.

Speccy publishes the profile and displays a second Publish Snapshot dialog box. You can open the URL in your default browser, copy it to the clipboard, or close the dialog box.

The last part of each URL is randomized, so only people you provide with the URL will be able to find your profile.

The information given in Speccy cannot be used by anyone to hack your system

Could you also include the power supply specs E.g Cooler Master 850W Gold V2 NOT E.g 850w

How do you come to have this installed on a personal computer.

Windows 10 Education edition is only licensed to places of learning such as schools and universities etc. they are the ones that the software is licensed to and likewise their onsite Admin should be the first port of call when a student is having issues.
 
Was the AiO purchased with Education? If not then image the current set up & then clean install the Windows version which it came with to rule out a problem with Education.
As the AiO is still under warranty would consider contacting the store where purchased or the manufacturer for repair.
