Pc wont turn on? :/

Okay so I recently got my first PC, it's an HP Pavilion elite500 y and I wanted to play games on it so I needed a new graphics card, the graphics card I wanted pause 170 more watts then my current graphics card so I upgraded my power supply from 300 watts to 475 Watts, but now I don't know why it won't turn on. When I plug it in a light on the motherboard comes on, but if I press the power button it makes a click and doesn't turn on. Can anybody please help me with this problem?
 
What is the brand and model name or number of the new video card and the new PSU.

Have you tried putting the original parts back in to see if they still work.

As an asides RAZE_404, none of the reputable PSU brands make 475W PSUs which suggests that what you have is a far from reliable replacement PSU.
 
I installed a firepro v3900, the old one was an AMD Radeon HD 6450, the new power supply is a 80 plus bronze, model dps-475cb-1 a. The guy i got it from said it was from an old hp workstation. and yes, the old parts turn on and work fine.
 
Two suggestions for you;

Try the replacement GPU with the original PSU, this will at least confirm whether or not the V3900 works.

Test the replacement PSU using the steps shown at the video here, no need to attach a cooling fan as the PSU starting or not starting is what you are checking.
