    Yea the temperature is at a steady 44 degrees Celsius. I think I figured out that the problem is that the fans aren't spinning on my GPU even under heavy load so as a result the GPU can't cool and scales its own power down to not overheat it self.

    As the title suggests my GPU's clock speed drops to 300 MHz and stays there after about 10 minutes or so of gaming. When I start the game is running perfectly with the GPU Clocking at ~1300 MHz at 60-80% GPU usage, but drops off to 300 MHz and 100% GPU usage. Here are the specs for my PC Build...
