    Problem fixed by resetting bios via cmos cable. Although I do fear the issue may reappear in the future, thanks for your help and time! (Sorry I didn't know how to close a thread.)

    Haven't tried swapping the PSU I'll see if I can borrow one, I've tried booting with 1 stick of ram in different slots without success. The ram looks fine and I've cleaned it. Sorry for the late reply.

    Ceiling fans are not running off the same circuit I think he turned the power off as a whole and I've tried plugging the pc into different sockets around the house without success. Sorry for the late reply.

    The previous day to this post an electrician came over to install ceiling fans and in doing so he turned the power off so without me knowing I tried to turn my pc on and it did what it is doing now, the fans run and leds for about half a second then die. The thing is I had the problem yesterday...
