    Ok, I give up. After formatting the setup windows were scrolling on me, I obviously have a hardware problem. On top of that I had no internet after the format. If I unplug my PC the net comes back for the rest of the house, plug it in and it kills the network. Time for a new PC.

    Thanks for the replies! It's a wireless keyboard, I just tried booting W/O it, didn't help. I didn't think about safe mode, does the same thing. Scroll stuck means it wants to scroll up or down constantly, it occurs mainly in Windows file explorer, settings and when navigating my bookmarks...

    Still present after reset. Tried the fixes in the vid I posted again and #2 worked this time! I put ctfmon.exe in the startup folder and the problem went away. Thanx for the help and consider this post concluded.

    Tried installing the drivers, didn't work. Tried SFC /scannow, no go. Tried everything in this vid...nada Every time I had to type in a box I had to type in Google, copy and paste. I'm gonna reset this PC and go from there. Thanx for the help and I'll report how this goes tomorrow.
